The end of Wilhelm Salomon Freund’s municipal duties coincided with the beginning of World War I. Influenced by his conciliatory attitude, the German Progressive Party, of which he was a member, refrained from criticizing Kaiser Wilhelm II at the time. A year before his death, Freund received this diploma, decorated with a depiction of the interior of the Breslau City Hall and the council chamber. The laudation emphasized his gentle character, impartiality and ability to rise above religious and political divisions.
